The high court order was issued on September 27, 2018, and it was received by Meity on October 8. This followed the August 4 order from DoT, which had instructed internet service providers to disable those websites which hold child pornographic content. The original complaint was taken up by the Uttarakhand High Court in May.
Porn sites could be blocked in the child's phone, and their browsing could be monitored. Certain sites showing porn content could be pre-blocked as these sites will be blocked automatically, and based upon the child's browsing history, some other porn sites could be manually blocked by parents. Even apps showing sex content could be blocked, and their usage could be restricted. If the child tries to access the blocked site or app, the parent's mobile will be notified.

Most of the time the websites have been blocked on the basis of John Doe orders, which are so vague and arbitrary that even courts that have agreed to them are now raising eyebrows and striking a word of caution. Many more sites are banned due to some random decision somewhere else, likely taken on the basis of a link that then led to blocking of the whole site. So non-transparent and arbitrary is this whole exercise that is possible that Indian government doesn't even know how many websites have been blocked in the country and on what reasons.

When i search sex on Bing it is not blocked and some sites are not blocked when i click on it. One of the sites is partially blocked and displays the Norton blocked icons instead of sex pics but when i scroll down one picture is not blocked and it is a porn picture. Also another site displays sex news and sex links and the sex links are blocked but you can still see text. Also when you scroll down also on this page there is a porn image.

Apparently, the MCMC issued Medium a takedown notice for one of Sarawak Report’s articles for violating Malaysian law. Medium instead asked for evidence that the law had been broken, and for a statement from the MACC that the allegations within the article was not true. This was when the MCMC presumably went “malas nak reply la” and blocked the site.
